You just need a normal degree if you want to teach on a basic level. In foreign places like Japan, Taiwan , China, all you need is a Bachelars in whichever major.You get to tutor , and teach at schools, but you won't be able to teach at a University.
You get paid pretty well already with just a bachelars, but if you ARE more qualified (with backups like degree in ESL) then you get paid more.

It truly depends on the location and the program you enter in if you choose to teach English through a program.Wherever you teach the pay will vary. It could be because of the country itself is a low paying country or you're just in a rural area compared to an urban area.
A majority of people join programs to teach English in other countries because once you're accepted you're guaranteed to get a teaching or teacher's aid job. Some of them even provide you with a vehicle and housing if you're lucky. But some of these programs may cost money if you can find a government funded program then you can pretty much apply and travel for free as well as get paid without knowing a foreign language. The only major issue is that some programs also require a degree to go overseas and may have an age restriction.
If you choose to not join a program then you may have a chance if you do an internet search first. There's the option to find a teaching job online then you can inquire about the job the but you have to remember the timezone differences. If you go that route though and you are hired you will most likely have to pay for your transportation to the country as well as your visa and such.
As far as teaching English in general you're probably not going to get a decent job if you're not teaching grammar as well. You can't really teach English if you're not even teaching grammar unless you're teaching it at a kindergarten level but even then a little bit of grammar is taught.
