you are looking for a place to teach English but you can surf everyday?? actually the best place for that is Bali... I see that you noted that you don't want to go to a place like Bali..You might want to try somewhere like Lombok, it is a smaller island located in the east of Bali. There are a few other choice like Sumbawa, Lembongan, and G-Land... Those are small cities in Indonesia..
If you are looking for beaches, there are a lot of places in Indonesia that has beautiful beaches. While for surfing places, I think its only Bali and the surrounding area...

The answer is relative cause it might be a high for someone but low to another. For me however these would be a good pointer, and they are not necessarily "cultural"- Indonesians are generally friendly and easy to get along with. They are welcoming and would not cause you any problems. They are also hospitable and unsuspecting. Indonesians might be nice, but work ethics they might be on the complacent side, meaning that business professionalism doesn't really exist.
- If your friend has to deal with the government, it usually is not a nice encounter. Be prepared at corruption on every turn. Legals and laws in Indonesia are pretty complicated, so try to avoid any avenues that would lead to your friend dealing with them.
- If your friend is working in the big cities of Jakarta, Surabaya or Bandung, then be prepared for congested traffic and pollution. Indonesians do not make a habit of walking in the big cities. Public transportations are very affordable but are neither comfy nor convenient.
- Petty crimes are prevalent, but no terrorism threat and such that your friend should be worried about.
- Your friend can enjoy different cultures from just one country cause Indonesia is so diverse. Ask your friend to go island hopping to see the different sides of Indonesia. There are pristine natural beauties to be explored, diving, hiking, rainforests, etc.
- English is not widely spoken, but in major cities, there's a large number of people who do speak English. Ask your friend to learn simple Indonesian phrases to get by.
- Indonesia is a secular Muslim country, so dress code and Islamic laws here are not as strict as they would be in countries in the Middle east for example. There are also other major religions in Indonesia, like Buddhism, Catholicism and Christianity. Most of the time, these groups of religions coexist peacefully.
- Indonesians mostly live on "island time", meaning being 10 minutes late to anything is considered normal. But hopefully your friend would not be influenced by this and can still adhere to regular time.
- Plenty of good food in Indonesia, especially in major cities. Judge the cleanliness of the food from the outlets that are serving the food. Drink bottled water instead of water with ice poured in glass, cause the ice might be from tap water and might cause stomach problems.

Although crime rates and peace and order situtation, probably even political stability are factors to consider when traveling broad, safety is still basically a relative term.Wherever you go, whatever you do, there's always some measure of risk involved. If you want to scare yourself enough NOT to want to go, by all means, look up horror stories. There should be plenty online. If you want to see what it has to offer, you have the same resources available to you.
The question you need to ask yourself is: Is it worth the risk?

Since Jakarta is the capital city, you would find that your potential customer will be in Jakarta area. The city is a magnet for a successful career achievement. A high income worker is expected to be fluent in English and be hired by big multinational companies.Bogor is a more quiet place to stay but could also be a potential market since I assume the number of people who are exposed to English speaking is lesser than Jakarta residents. Not so many multinational companies based in Bogor. A reputable education institute is located there. The students could be the main target of your teaching service.
Depok is crowded with university students, since the main campus of Universitas Indonesia is located there, along with a couple other universities. This could be a potential market as well.
Bekasi and Karawang are the place where factories or industrial estate located. English is not so necessary unless you hold a management position. But could be the place where people strive to have a better English skill to be able to get a better job outside the area.
All in all, Jakarta will give you a higher income than the other areas above, but also with higher living standards although will not be much different than Depok and Bekasi.
