Give them some subjective and objective scerarios. Keep it fluid and don't let them get too comfortable or complacent. Keep 'em guessing, but make it fair throughout. Evaluate them based on their decision making abilities and most importantly, hold them accountable for their actions and the actions of their subordinates.Put all of them in charge at one time or another and see how they act/react with different personalities, stressful situations in a changing environment.
1. Pick some of the cadets and put them in charge.
2. Tell the "leaders" that they must choose among their peers for a mission which will certainly lead to a number of deaths.
3. Have them rehearse the mission numerous times.
4. Observe how each one reacts to various stimuli
5. HOLD THEM ACCOUNTABLE REGARDLESS OF THE OUTCOME!!!

I'm going to have to lean towards the army. I know they have taught me a lot about being a leader. Leadership is all about doing everything in your power to take care of your soldiers. In the words of the Army itself in the field manual FM 6-22, leadership is "the process of influencing people by providing purpose, direction, and motivation while operating to accomplish the mission and improving the organization." I can't tell you which one is better because I haven't been in any others but they all believe leadership is a very important skill in becoming successful in the military. Why don't you tell them that leadership programs look really good on college applications and you have met your end of the bargain. Also, try explaining to them in more depth about what this leadership program means to you.
