This is very simple and very useful. Go find a nice wall, kick the ball hard at it.Now get your kids to learn to trap the rebound. Be it with the body, head or leg.
Because this is not easy to learn (trapping the ball), especially a high ball.
Once they can learn to trap a ball in mid-air and bring down to the feet, they have a very useful skill.
But for a 4 year old kid, just teach her basic things like throwing, running with the ball and simple styles of kicking (instep, outstep etc).

It is a shame that his parents have chosen to let someone else raise their child. That being said, don't expect Rome to be built in a day. Perhaps try making a loose schedule w/ him...Say something like, "We will read and play soccer for an hour, an then you will play with your puzzle for 15 min. while I make snack." Continue this way throughout the day. Eventually, you should be able to work into a nice little routine of breaks for yourself and individual play time for the little one. If you set actual limits of time, that he can count on - either way - then I think he will feel more secure and you will be happier.
