ok this is a massive question, and I think maybe it's not the question you need to be asking.Firstly, your kids need emotional support to help them adjust to all that's been going on in their lives, and the transition - what an incredible list of stressors they've had to cope with. That should probably include counselling. this is probably available through the school, although it might be quicker to pay someone privately. When they're happier, they'll be able to take things in better. Nobody learns well when they're stressed out and at a low ebb. Even listening skills are affected directly by stress - this might be why they're not picking up on the homework details. So that's gonna take some time to improve.
You must talk to the school principal - you need to make it clear to him/her the difficulties your kids have been through, and that you as a family are committed to your kids' educational success, and that you are ready and willing to work at it - this is very heartening for teachers to hear, as so many parents just aren't interested. The principal will then be in a position to speak to the other teachers involved and ask them to put in a bit more effort to support your kids. Concrete support like checking if they've understood the homework requirements, and emotional support like asking them if they're doing ok. Your kids must feel like nobody in this new school is on their side at all. How sad for them.
In concrete terms, some suggestions would be to involve your kids in activities outside school that they enjoy so they can make some new friends - this too will provide emotional support.

I'm biased because I now teach LSAT for PowerScore, so you'll have to take my comments for what you think they are worth, but back when I was first prepping for the LSAT I used both the LGB and LRB (the RCB hadn't come out at that point).Speaking after having read a lot of different books on the LSAT, I don't think there's anything else out there like the Logical Reasoning Bible. Most LSAT prep books are 400-500 pages total, but the LRB is over 500 on Logical Reasoning alone. It's comprehensive and clear. The LGB and LRB are really the reason I ended up taking a class from PowerScore, and why I ended up applying to teach there, so I would be a fan regardless.
Now that I teach, I've read the LSAT Reading Comprehension Bible and I think it is good, but I also think RC is a harder section to teach in general. So much of it depends on your native reading speed, and that is hard change in a short time. I think the book does a really good job of showing you how to look for the structures present in RC passages, and how to be a better reader, but RC depends a little more on your natural reading ability than do the other two sections, in my opinion. So, it is good, but I think most people get more "bang" out of the LGB and LRB just because the nature of those sections is different.

Think about his skill in flexibility of thought - I know that with many students on the spectrum the comprehension issue is impacted by their inability to understand others perspective. For example if in their mind a girl always interacts a particular way - they won't relate to situations that have a girl acting in a different way than he believes she should. They don't understand because it is not their reality.So checking for conprehension should also include some work on what else could happen - or what do you think could happen next - what else.
It seems like it is non-specific but it does get at the global issues of lack of perspective impacting comprehension.
