Getting a Cambridge or Trinity College TEFL Certificate would set you up really well to enter the Peace Corps. I would avoid an online TESL/TEFL certificate because they don't have a practical component and don't give you anything that you can get in a library for free.

You mention UC Davis, since you aren't far from San Francisco, you can take CELTA(cambridge) course there.

It IS amazing to teach english in a foreign country! I came to Prague a little over three years ago with nothing more than a BA in Humanities in my hand, and an urge to see the world. It was the BEST decision I have ever made for myself. If you have the desire, then I suggest going for it! :)

As for what you need:
1. A BA or higher (in any discpline) - most countries will require this in order to hire you.
2. A TEFL certificate. I did a 4 week course when I got to Prague that REALLY prepared me for what to expect in the classroom, and at job interviews. www.teflworldwideprague.com
3. A sense of adventure! If you come to ANY foreign country, be sure to come with an open mind. It will make the transition that much easier for you.
