Teaching literacy is to teach the ability to read and write a language. In other words, the ability to communicate in the written word. One can be litereate if they can read remedial written works, proper grammar or syntax is not a requirement for literacy.Teaching a language encompasses three main parts:
1. Vocabulary-the words and meanings of a language
2. Grammar-usage including tenses of vocabulary
3. Syntax-the rules governing grammar and vocabulary.

Maybe foul language became "adult" language when it became part of the culture of the "mature" to use such words. And according to popular belief, the mature are the adults (after all, young children aren't really supposed to be aware of such words and if they do, aren't supposed to be using them).Another possible reason as to why foul language became synonymous to adult language is so that older people who are caught speaking such profanity by children have a reason to tell the young ones that the words that he just said are only for adults to use and mustn't ever be said by children. due to the frequency of such incidents, the term "adult language" must've been used to often that the majority caught on and it became a legal phrase.
