Hm. This is the first time I've heard that term, and I haven't read the article--just so you know how far you should trust my guess.

Calculators make certain computations very easy. A student with a calculator might be able to pass a math class without actually learning the content, when the calculator lets him bypass the challenge of the new material.

At the same time, teachers who are aware of the world will want to prepare their students to use technology in solving problems. However, problems written for solution by hand or mind are not always very instructive when solved by machine. The problems that might better encourage students to master the use of technology, are often omitted (I imagine).

So, perhaps MV is a reference to the idea that students get to pass math classes, and teachers get to say they're integrating technology into the classroom, when in fact neither is being done in a meaningful way. It's not the ideal situation for anybody, but at least it keeps people moving through the system--just as a cease-fire between warring factions might not really solve anyone's problems, but at least the people in the middle get to live in peace for a while.

Looks good to me. Don't go without the TA. Grad students in math shouldn't have to pay for their graduate education. Try to get a letter of recommendation from a mathematician at Binghamton who has a big research and publication reputation. He'll make all the difference even if he just writes a few words.
